Construction Plan

Huaxi Special Steel's power supply is 110kV, stepped down to 10kV through a transformer to supply the plant's buildings. Based on Huaxi's electricity load and transformer capacity, Jingye New Energy planned a 15MW/30.09MWh energy storage station — 6 sets of 5.015MWh liquid-cooled container battery storage systems, 6 sets of 2.5MW Integrated PCS & MV Skid, and a complete Energy Management System (EMS), operating at 10kV grid connection. The project began on 15 February 2025 and reached trial operation in mid-April 2025, about two months later.

Benefit Analysis

The total project investment is approximately 32.5 million yuan. Huaxi's time-of-use electricity prices are: high-peak 0.97 yuan/kWh (Jun–Aug, Nov–Jan), peak 0.84 yuan/kWh, flat 0.58 yuan/kWh, and valley 0.32 yuan/kWh.

Using two charge–discharge cycles per day — cycle one charging at valley and discharging at peak (a 0.52 yuan/kWh spread), cycle two charging at flat and discharging at peak (a 0.39 yuan/kWh spread) — the station shifts roughly 50,000 kWh per day. The economics can be viewed two ways:

  • If the steel plant self-invests: approximately 8 million yuan per year, an estimated 3.9-year payback, and around a 26% internal rate of return (IRR).
  • Under Jingye's build-own-operate model: Jingye funded and built the station and receives an 85% revenue share, earning approximately 6.95 million yuan per year, recovering the investment in an estimated 4.6 years. Over 6,600 charge–discharge cycles (about 10 years), this totals roughly 69.5 million yuan in savings.

In its first 15 days of grid-connected operation, the station generated over 300,000 yuan in profit.
